Parma notch up their first win of the season as Como continue to prop up the table.
Both these teams failed to impress in last week's openers and must improve if they are to avoid the relegation battle this season.
Sabri Lamouchi broke the deadlock after 13 minutes with a low drive from just inside the box, although the Como defence perhaps could have done more to clear.
The visitors fought back and were unlucky not to draw level when new buy Denis Godeas' volley flew just over the crossbar.
Adriano and Benny Carbone had good chances on headers but Fabio Pecchia went closest of all when his diving attempt thumped the crossbar in the final minute of the first half.
However, Parma doubled their lead at the dawn of the second period when Adriano rose to nod in a Lamouchi free kick. Como's defence left the Brazilian completely unmarked and goalkeeper Alex Brunner seemed uncertain on the flight of the ball.
Como refused to give in and Fabio Pecchia brought a fine save out of Sebastien Frey with a powerful low drive. Soon after Sasa Bjelanovic also saw his effort parried and Carbone fired the follow-up over the bar.
Parma could have extended their lead further when in te final minutes Marco Marchionni thumped the crossbar.
